What is it? Steampunk is a whole genre of literature, art, decor etc. Steampunk magazine describes it thus:
BEFORE THE age of homogenization and micro-machinery, before the tyrannous efficiency of internal combustion and the domestication of electricity, lived beautiful, monstrous machines that lived and breathed and exploded unexpectedly at inconvenient moments. It was a time where art and craft were united, where unique wonders were invented and forgotten, and punks roamed the streets, living in squats and fighting against despotic governance through wit, will and wile.

It also involves modifying modern-day technology to look quite different...

I like the second computer - there are some movies with this style (currently can't think of names of them).
I reckon that techno ware is due this fashion soon. when we start taking it for granted and stop going oooooh its the future! we will feel free to treat it as any other decor item.
what about a plasma tv with an ornate frame?
I think the League of Extraordinary Gentlemen was a steampunk movie. If you google Image search steampunk, you'll find people in steampunk outfits, steampunk watches with brass tubes everywhere. It's quite interesting.
Can't say it really grabs me.
